Data Center for Telecom sector

Dear Telecoms professionals and Data Center experts,

If we go through Tire standards than we will find any type data center required raised floor, but today APC brings very good solutions for Data Center without raised floor concept. Is Tire doing something to fall these data centers in any Tire standards? These solutions have very good modular type UPS ( Each one N+1 facility have), precision cooling systems (InRow type), ISX manger to monitor data center infrastructures. Please comment on this ... which data you recommend and why( raised floor type and without raised floor type)? There is any certification on without raised floor type Data Center. Please let me know if someone has information regarding that....
